January 27, 2020

The Franklin Parish Library Board of Control met in regular session on Monday, January 27, 2020.  John Guice called the meeting to order with Emily Shields, Leslie Young, Dorothy Brown, and Bill Marionneaux present.  Mr. Guice asked for a motion to accept the minutes of the last meeting as published.  Leslie Young made the motion to accept the previously published minutes, second was made by Bill Marionneaux and all were in favor.  Library Director, Onie Parker gave the statistical report noting that circulation was up for the quarter, e-book usage continues to increase, children’s programs have been very successful, and patrons continue to use computer and WiFi at a sustained rate.  Parker also reported that Stephanie Foy has been reading to students at the schools and talking to them about the databases and other programs available to them through the library.  Parker reported that the financial picture is good.  Board officers were discussed.  Mr. Guice asked for a motion that the current president and treasurer retain their positions and that Leslie Young become Vice-President.  Bill Marionneaux made a motion to accept the slate of officers as presented second was made by Dorothy Brown and all were in favor.  A Business Continuity Plan that included policies and procedures for dealing with disaster situations was presented to the board.  Mr. Guice asked for a motion to accept the plan as presented.  Leslie Young made the motion to accept the plan, second was made by Bill Marionneaux and all were in favor.  The board was presented with several quotes for new shelving.  After the discussing the proposals, Mr. Guice asked for a motion for the Director to proceed with securing funding based on the shelving selected.  Mrs. Brown made the motion regarding the shelving, second was made by Emily Shields and all were in favor.  The board discussed selecting a security system for the library and asked the director to secure additional information.  Having the air ducts cleaned was presented to the board; however, they tabled the discussion for a later time.  Travel between the Main Library and the Wisner branch was discussed.  Parker shared information on how this would be handled.  The board was given the information for completing Ethics and Sexual Harassment Training.  Wisner repairs are almost complete with only two projects remaining.  The Genealogy Room Project is nearing completion.  There being no further business the meeting was adjourned.

Franklin Parish Library Board of Control Called Meeting

December 2, 2022

The Franklin Parish Library Board met in a called meeting at noon on Friday, December 2, 2022.  John Guice called the meeting to order with Leslie Young, and Emily Shields present. Amending the 2022 budget was discussed.  Mr. Guice asked for a motion to amend the 2022 budget as presented.  Leslie Young made the motion to amend the 2022 budget as presented second was made by Emily Shields and all were in favor.  The proposed 2023 budget was discussed.  Mr. Guice asked for a motion to adopt the 2023 budget as presented.  Emily Shields made the motion to adopt the 2023 budget as presented, second was made by Leslie Young and all were in favor. The board discussed opening the library at 8:00 and closing at 5:00.  Mr. Guice asked for a motion to change the hours of operation to open at 8:00 rather than 8:30 and to close at 5:00 rather than 5:30 to go into effect immediately.  The motion to change the hours of operation to 8:00 to 5:00 was made by Emily Shields with the second by Leslie Young and all were in favor. The board discussed a change in the Employment Information and Guidelines.  Mr. Guice asked for a motion to add the wording “or from within the parish” to paragraph two.  The motion to add the new wording to the guidelines was made by Leslie Young with second by Emily Shields and all were in favor.  There being no other business the meeting was adjourned.

Library Board Minutes

October 24, 2022

The Library Board of Control met in a regular meeting on October 24, 2022 at noon. John Guice called the meeting to order with Emily Shields, Dorothy Brown, and Bill Marionneaux present.  Mr. Guice asked for a motion to accept the minutes as published.  Bill Marionneaux made the motion to accept the minutes as published second was made by Dorothy Brown. Cinnamon Gooding, McManus Engineering, was present at the meeting and shared the renderings for the Store Front/Rear Project and answered questions from the board.  She stated that advertising for bids will begin November 2, 2022.  The bid opening will be December 6, 2022 at 10:00 a.m.  Business Manager, Linda Lochbrunner, gave the financial report and noted that the library is in good financial position.  The Library Board, Director, and Business Manager then worked on a budget for 2023 and discussed the Amendment for the 2022 budget.  Mr. Guice asked for a motion to accept the recommendations for amending the 2022 budget.  Dorothy Brown made a motion to accept the recommendations for amending the 2022 budget second was made by Bill Marionneaux and all were in favor.  A public hearing regarding the Amendment of the 2022 budget and to approve the 2023 budget will be held on December 2, 2022 at 12 (noon) at the Franklin Parish Library, 705 Prairie Street, Winnsboro, Louisiana.  Onie Parker, Director, gave the statistical report noting that circulation was up and library visits were steady.  She also reported that 114 patrons viewed the “Save the Swamp Exhibit” that was loaned to the Library by the Union Parish Library.  Mr. Guice reported to the board members on the Genealogy Roof and what had been done to make temporary repairs.  The board discussed the Policy for Reconsideration of Library Material Procedures.  Mr. Guice asked for a motion to add to the procedures what the makeup of the review committee would be.   Emily Shields made the motion to accept the statement provided in the discussion and second was made by Dorothy Brown. The donation of surplus library furniture to other public libraries was discussed.  Mr. Guice asked for a motion that the Library be able to donate surplus items to other public libraries subject to auditor approval. Bill Marionneaux made the motion to allow surplus items to be donated to other libraries subject to auditor approval and second was made by Dorothy Brown. The board was updated on tuition reimbursement.  Mr., Guice asked for a motion to revoke a previous reimbursement policy.  Bill Marionneaux made the motion to revoke the previous policy with second made by Dorothy Brown. The board revisited a memorial for Jeannette Thompson who severed on the board for forty-seven years.  Mr. Guice asked for a motion to designate Meeting Room A at the Franklin Parish Library Learning Center as the Jeannette Thompson Meeting Room.  Bill Marionneaux made the motion to name the meeting room for Jeanneatte Thompson with second being made by Emily Shields. There being no further business the meeting was adjourned.

July 25, 2022

The Franklin Parish Library Board meet in a regularly scheduled meeting on Monday, July 25, 2022.  John Guice called the meeting to order with Bill Marionneaux, Leslie Young, Dorothy Brown, and Emily Shields present. Also, attending the meeting were engineers Ken McManus and Cinnamon Gooding.  Mr. Guice asked for a motion to accept the minutes as published.  Leslie Young made the motion to accept the published minutes and second was made by Emily Shields.  Ken McManus then presented a possible rendering for the Learning Center Store Front Restoration and answered questions from board members.  A tentative timeline was developed to move forward with the store front project.  Linda Lochbrunner, Business Manager, presented the financial report and noted that the library is in good financial position.   Onie Parker, Director, gave the statistical report showing that circulation was up and library visits had increased.  Parker reported that Summer Reading was a big success with a total of 737 attending during the four weeks of programs.  The board discussed a memorial for former board member Jeannette Thompson and will make a final decision at the next board meeting.  The board requested that the director obtain additional information from the state library regarding tuition reimbursement.  There being no other business the meeting was adjourned.

The Franklin Parish Library Board of Control met in a called meeting on Monday, June 6, 2022.  John Guice called the meeting to order with Bill Marionneaux, Leslie Young, Dorothy Brown, and Emily Shields present.  Also attending the meeting was Cinnamon Gooding from McManus Engineering.  The store front/rear project was the topic of discussion.  Priorities for the project such as water issues, wood damage, awnings, and glass were discussed.  Items from the restoration list for the Main Library, Genealogy and Local History Center, The Learning Center, and the Wisner Branch were shared with the engineer.   A tentative timeline for the project was provided by Cinnamon Gooding.  There being no other business the meeting was adjourned.

April 25, 2022

The Franklin Parish Library Board met in a regularly scheduled meeting on Monday, April 25, 2022.  John Guice called the meeting to order with Bill Marionneaux, Dorothy Brown, Leslie Young, and Emily Shields present.  Mr. Guice asked for a motion to accept the prior minutes as published.  Leslie Young made the motion to accept the minutes as published with second by Bill Marionneaux.  Linda Lochbrunner, Business Manager, reported on the financial standing of the library and noted that the library is in good financial position.  She also informed the board that the library audit showed no findings.  Onie Parker, Director, gave the statistical report for the quarter that showed reference transactions and web site visits remained steady and that circulation has increased since the library reopened March 14, 2022 after being closed for construction.  Parker gave an update on the current construction project that includes the drainage at the rear of the Learning Center and on the plans for the new store front project. In person programming at the library will be resumed.  There being no other business the meeting was adjourned.

February 16, 2022

The Franklin Parish Library Board of Control met in a called meeting on Wednesday, February 16, 2022.  John Guice called the meeting to order with Dorothy Brown and Leslie Young present.  Also attending were Ken McManus from McManus Engineering and Wesley Canady from Malone Corporation.  The completion of the roofing project was discussed including timeline for completion, the final inspection of the roof, adding thirteen plates to metal on the roof, routing a drain pipe for better drainage at the Learning Center, insulating stainless steel pipe in the Learning Center, repairing brick on the Library, reducers to be added to downspouts at the back of the library, replacing and routing downspouts behind Genealogy and extending inspection days for the project manager.  Following the discussion, Mr. Guice asked for a motion to adjourn.  Leslie Young made the motion to adjourn with second by Dorothy Brown.

January 24, 2022.

The Franklin Parish Library Board of Control met in a regularly scheduled meeting on Monday, January 24, 2022.  John Guice called the meeting to order with Bill Marionneaux and Leslie Young present.  Mr. Guice asked for a motion to accept the prior minutes as published.  Leslie Young made the motion to accept the minutes as published with second by Dr. Marionneaux.  Linda Lochbrunner, business manager, reported on the financial standing of the library and noted that we are in good financial position.  Onie Parker, Director, gave the statistical report and noted that circulation was down but that reference transactions and website visits were steady for the quarter. The board considered three quotes for air duct cleaning.  Mr. Guice asked for a motion to accept the quote from Northeast Louisiana Air Duct.  The motion to accept the Northeast Louisiana Air Duct quote was made by Dr. Marionneaux with second by Leslie Young.  After discussing the cleaning and waxing of the flooring, Mr. Guice asked for a motion to have Wilhite’s Pressure Washing and Detail clean and wax the library floors.  Leslie Young made the motion to hire Wilhite’s Pressure Washing and Detail with second made by Dr. Marionneaux.  The Library Board also discussed how to offer the summer reading program and agreed to make a final decision in the spring.  Saturday opening was considered and it was decided to remain closed at this time.  Discussion was held regarding the store fronts of the Library, Learning Center, and Genealogy/History Center. Onie Parker gave the board an update on construction which should be completed in several weeks.  Mr. Guice asked for a motion to adjourn which was made by Dr. Marionneaux with second by Leslie Young.  There being no other business the meeting was adjourned.

The Franklin Parish Library Board of Control met in a regularly scheduled meeting on Monday, February 1, 2021. John Guice called the meeting to order with Bill Marionneaux, Dorothy Brown, Leslie Young, and Emily Shields present.  Mr. Guice asked that the minutes be approved as published and all were in favor.  Onie Parker gave the statistical report noting that circulation was down for the quarter.  Parker also noted that the financial picture is good. The board was updated on the completion of work at the Wisner Branch and the tentative plans for the Summer Reading Program.  Mr. Ken McManus provided the board with information on the types of roofing material available, removal of HVAC units from the roof, steps that will need to be taken, and some possible timelines for the project.  The board will meet with Mr. Manus at a later date to finalize the project.  There being no further business the meeting was adjourned.
